Marc Kelly

Director of Learning and Evaluation

  • Marc is a licensed Social Worker and accomplished non-profit leader with over 15 years of experience in Workforce Development and Affordable Housing program management in Philadelphia. As the Director of Learning and Evaluation at Impact Services, Marc spearheads initiatives to adopt equitable evaluation practices and implements performance measurement systems that enhance data collection and reporting for stakeholders.

    Previously, Marc supported efforts to end homelessness among veterans, managing program budgets and contracts up to $1.2 million for VA and HUD-funded housing programs. They also managed a state-funded contract with a $3 million budget, providing support to over 200 low-income families annually who receive TANF and Medicaid.

    Marc holds a Master of Social Service from Bryn Mawr College and a B.S. in Behavioral Health Counseling from Drexel University. As a Bryn Mawr Non-profit Executive Leadership Institute Fellow and a veteran of the U.S. Army National Guard and U.S. Navy, Marc combines leadership, cultural awareness, and strategic insight to drive impactful outcomes. Their expertise in program and grant management, evaluation, and team building enables them to create socially responsible, research-informed projects that address economic and social challenges.

Joe Douglas

Director of Workforce Development

  • Joe Douglas is a seasoned professional with over 15 years of experience in workforce development, specializing in empowering underserved populations such as TANF recipients, veterans, and returning citizens.

    As the Department Director at Impact Services in Philadelphia, Joe oversees various programs aimed at fostering self-sufficiency and personal growth. He excels in building strong public-private partnerships, managing funding relationships, and ensuring programmatic success. Joe is also the founder of B.A.B.A. LLC, a consulting agency dedicated to mentoring and life skills training.

    His passion for community engagement has led him to collaborate with local organizations to create impactful workshops and initiatives addressing critical social issues. Joe's commitment to advocacy and empowerment drives his work, striving to create pathways for individuals to overcome barriers and thrive in their personal and professional lives.

Charles Jameson

Director of PA CareerLink Northwest Philadelphia

  • Charles Jameson brings over 54 years of extensive experience in the human services field, with a deep expertise in workforce development. He holds a BA in English from the University of Maine and a master’s in public administration from Penn State University. Throughout his career, Charles has contributed to a diverse range of human services areas, from day care to small business development, working with organizations of all sizes—from local community-based groups to a national for-profit company.

    As Vice President for ARBOR, Inc., Charles successfully managed over $60 million in workforce development programs across the country. Beyond his professional work, he has actively engaged in community service, including six years as an elected school board member of the Colonial School District, where he also represented the board on the Advisory Board of the Montgomery County Vocational-Technical School.

    For over 30 years, Charles has been a dedicated member of Impact Services, currently serving as the Site Administrator for PA CareerLink® Philadelphia Northwest.

Jonathan Arrieta

Director of Community Development

  • John is a dedicated community development professional currently serving as the Director of Community Development at Impact Services in Philadelphia. With a proven track record in project management and strategic implementation, John leads initiatives that drive positive change in local communities. His expertise includes managing complex projects, overseeing multi-million-dollar contracts, and fostering collaboration across diverse stakeholders.

    Previously, John held roles as Project Manager and Business Corridor Manager at Impact Services, where he honed his skills in team leadership and community engagement. He excels at developing relationships with local business owners, coordinating cross-departmental efforts, and showcasing community strengths to potential investors.

    John is currently pursuing a Project Management Certification from Cornell University, demonstrating his commitment to continuous professional growth and excellence in his field.

Ifeoma Ugorji

Director of Operations

  • Ifeoma Ugorji is a seasoned Operations Director currently serving as the Director of Operations at Impact Services. In this role, she is responsible for adding structure, overseeing plant and property management, and implementing general operational strategies. With a strong background in project management and process improvement, Ifeoma has consistently demonstrated her ability to drive organizational efficiency and foster high-functioning teams.

    Previously, Ifeoma held leadership roles at the Children’s Literacy Initiative, where she led nationwide business operations and project management efforts. She holds an MBA from Argosy University and a Bachelor of Science in Geography and Planning from the University of Lagos. Ifeoma's expertise in vendor management, grant management, and financial forecasting makes her an asset to any organization.
